NOMAD RECON is a supplemental resource coordination, availability tracking, notification, mapping, assignment support, and situational awareness platform for wildland and all-hazards mobilization.

This Help Center helps users get started, complete setup, understand key workflows, and troubleshoot common issues.

NOMAD RECON supports authorized users, departments, agencies, counties, regions, and organizations participating in mobilization, coordination, and situational awareness workflows.

To get started:

  • Create or activate your account
  • Complete your profile
  • Set your notification preferences
  • Confirm your department and access level

βš™οΈAccount Setup

After account creation or invitation acceptance, users should complete their setup by confirming required profile information.

Recommended setup steps:

  • Add your full name
  • Add your email address
  • Add an optional contact phone number
  • Confirm your department assignment
  • Review your notification preferences

Your profile and Member360 area allow you to manage your account information and operational preferences.

Depending on your access level, you may be able to:

  • Update your profile details
  • Review your department assignments
  • View qualifications
  • Update notification preferences
  • Review onboarding/setup requirements
  • View account and consent status

πŸ””Notifications

NOMAD RECON delivers operational alerts through in-app notifications and opt-in push notifications, with optional email for account and operational updates. SMS text messaging is retired and no longer a delivery channel.

Users may manage notification preferences in Settings / Member360.

Alerts may be delayed or unavailable. Continue to follow official dispatch, radio, and agency procedures.

πŸ”„Rotations

Ranked availability lists used to determine who is next up. The Rotations area displays apparatus and overhead rotation lists ordered by rank, with live availability status for each resource.

Depending on your role, you may be able to:

  • View current rotation order
  • Review apparatus or overhead positions
  • Update availability or status
  • Review assignment impact on rotation
  • Reorder lists if your permissions allow

The Rotations page is the source of truth for rotation order and display logic.

🚨Mobilization

Build and launch a response. The Mobilization area is where coordinators create possible or confirmed mobilizations, request resources, start response windows, and assemble strike teams or task forces β€” before they become active assignments.

Coordinators can:

  • Issue a Possible or Confirmed Mobilization alert
  • Start a timed response window (e.g. 10 minutes)
  • Track coordinator and department responses in real time
  • Apply no-response penalties when the window closes
  • Review available resources and hand off to Assignments

Once resources are confirmed, use Assignments to build the roster and manage deployment.

πŸ“‹Assignments

Manage assigned and deployed resources. The Assignments area is where coordinators track crews, apparatus, status, seat assignments, demob, and closed assignments after a mobilization has been confirmed.

Depending on role and permissions, users may be able to:

  • Create incidents and assignment groups (Strike Team, Task Force, IMT)
  • Assign apparatus and overhead members
  • Track seat assignments and crew composition
  • Review pending, active, demob, and closed assignments
  • Demobilize resources and close assignments

Always confirm critical assignment information through official channels.

🏒Department Dashboard

The Department Dashboard gives department-level users visibility into members, apparatus, assignments, statuses, and availability.

Depending on permissions, department users may manage:

  • Apparatus records
  • Member records
  • Department-level operational information

The Region Dashboard provides region-level visibility and coordination tools.

Depending on permissions, region users may:

  • Review regional resource availability
  • Monitor rotation status
  • Review incidents and assignments
  • Coordinate region-level workflows

The Apparatus area manages apparatus records and display information used across rotation boards, dashboards, and assignments.

Apparatus information may include:

  • Apparatus identifier or rig number
  • Type/class
  • Department association
  • Status
  • Last updated information
  • Rotation position where applicable

Authorized users may manage member records, onboarding status, department assignments, and related profile information.

This may include:

  • Adding or inviting members
  • Updating member roles or status
  • Reviewing onboarding completion
  • Reviewing consent preferences
  • Preventing duplicate members or duplicate department memberships

πŸ”Permissions and Access

NOMAD RECON uses role-based access and scoped permissions.

Users may have different visibility or actions available depending on:

  • Department
  • County
  • Region
  • Role
  • Coordinator or admin permissions

If you believe you are missing access you should have, contact your administrator or support.

πŸ“¨Rotation Placement Requests

Requesting a place on a regional rotation list. Members and departments can request placement into regional rotation lists instead of being added directly.

  • Submit a placement request from the Rotations area for your department
  • County-level requests are reviewed, then routed to the region for final approval
  • Regional Coordinators approve or deny placement requests for their region
  • Track the status of your requests under My Rotation Requests
  • You are notified in-app when a decision is made

🧭Membership & Department Boundaries

Membership records are read-only end-user. You cannot directly edit which department you belong to β€” every membership change routes through server-authorized invite and request flows.

  • Join a department through a coordinator invite or a membership request
  • Department roster membership relies on active membership records only
  • Duplicate memberships are detected and repaired by administrators
  • Contact your Department Coordinator for membership corrections

πŸ‘₯Primary & Alternate Coordinators

Multiple current coordinators are valid. Appointing a new coordinator never silently supersedes an existing one β€” coordinators serve together until explicitly removed.

  • Primary and Alternate coordinators can serve at the same scope at the same time
  • Removal is an explicit, audited action by an authorized administrator
  • Coordinator authority comes only from current coordinator assignments

πŸŽ–οΈCoordinator-Only (Non-Deploying) Participation

Coordinators who don't deploy. A person who holds coordinator authority but never deploys can be set to CoordinatorOnly participation.

  • Retains all coordinator management access and directory visibility
  • Excluded from rotation eligibility, deployment selection, and mobilization offers
  • An operational participation state only β€” never a qualification and never a source of authority
  • Managed exclusively through the server-authoritative operational participation tool

πŸš›Assignments: Local vs Regional

Two distinct assignment workflows. The platform keeps regional mobilizations and local department assignments explicitly separate.

  • Regional Mobilization assignments come from a confirmed regional mobilization run by a Regional Coordinator
  • Local Department Assignments are created by a Department Coordinator for their own resources (e.g. DNR contract work) β€” no regional approval involved
  • Local assignments never write to regional rotations or mobilizations
  • Both are tracked through check-in, status updates, demob, and closeout

βœ‰οΈRequesting Access & Invites

Access is invite-based and verified. There is no open signup.

  • Submit the public Request Access form with your name, email, and organization
  • A NOMAD RECON staff member reviews the request
  • If approved, you receive an invite email with a secure invite link
  • Coordinators can invite members directly for their department

You can request deletion of your account and associated personal information at any time.

  • Visit the public Account & Data Deletion page for the request process
  • Requests are verified and acknowledged by our team
  • Credentials, profile, notification settings, and personal contact data are deleted
  • Operational records (deployments, incident participation, mobilization logs, audit records) may be retained where required for legal, safety, audit, or public safety documentation

Common things to check first:

  • Refresh the page
  • Confirm you are logged into the correct account
  • Verify your profile is complete
  • Confirm your department or role assignment
  • Review notification preferences
  • Verify your push notification permission and subscription
  • Confirm dark mode/light mode readability settings if relevant

If something still appears incorrect:

  • Note the page name
  • Note what you clicked
  • Take a screenshot if possible
  • Contact support with as much detail as possible
